退一步把空間還給河川,第二屆台灣河川希望工程獎揭曉

過往我們對河川工程的想像,往往是高聳的水泥堤防與筆直的排水渠道,以求洪水不入家門。然而,當極端氣候成為常態,這種試圖控制自然、與水爭地的思維正迎來巨大的轉變。

由台灣河溪網協會推動的「第二屆台灣河川希望工程獎」近期揭曉,這是全台首個聚焦於河川復育的獎項。它的誕生,象徵著台灣水利工程正嘗試從傳統「快排」的工程思維,轉向讓河道順應自然、恢復原有的生命力。

歷經書面審查與實地勘查,本屆最終有7項工程獲獎,得獎名單橫跨中央與地方單位。從彰化東螺溪的水岸廊道整建、花蓮芙登溪的滯洪濕地設計,到台東利嘉溪的防沙壩降壩工程,這些案背後都有個相似的邏輯,退一步,把多一點空間還給河川。

台灣河溪網協會理事長廖桂賢指出,台灣的河川復育運動還在萌芽,跟歐美日相比規模懸殊。令人欣慰的是近年採取自然解方、考量河川復育的工程案確實越來越多,顯示政府、工程界的思維也正在慢慢轉變。
